The IEEE International Symposium on Dynamic Spectrum Access Networks (DySPAN) is a premier conference on diverse issues related to spectrum sensing, access, sharing, coexistence and utilization within current and emerging wireless tracks. DySPAN 2021 will be held on Dec 13-15, 2021 in an all-online format. The conference welcomes papers on both technology and policy issues that pertain to all aspects of advanced spectrum technologies.
This year’s DySPAN will emphasize topics related to the application of machine learning and dataset creation within the wireless domain; systems aspects of wireless research, including small- and large-scale emulation/experimental results; and spectrum usage beyond the classical microwave bands. The conference aims to bring together both industry and academic papers in a common forum for sharing experiences and accelerating the state of the art in wireless technologies.

Accepted and presented papers will be published in the IEEE DySPAN 2021 Conference Proceedings and IEEEXplore. The special sessions are designed for more focused dissemination of ideas on emerging topics, and will be organized by core domain experts in these respective fields. Potential authors are requested to submit their papers via the open call to the main track or the special sessions, and both submission types will be given full and equal consideration towards inclusion in the conference proceedings. MAIN TRACK SUBMISSIONS
IEEE DySPAN welcomes submissions of upto 8 pages including references and appendices in the main track. Maximum 2 additional pages are allowed, with over length page charge of TBD, if accepted. Papers exceeding 10 pages will not be accepted by EDAS. A comprehensive list of topics is provided in the CFP.

SPECIAL SESSION PROPOSALS & PAPER SUBMISSIONS

Prospective organizers of Special Sessions should submit 1 page proposals with the following information:

List of 5 tentative authors who will submit papers to the special session. Organizers should not contribute more than one paper.

Proposals will be evaluated based on the timeliness of the topic and on the qualifications of the organizers and of the authors of the contributed papers as well. Upon acceptance of the proposal by September 15, 2021, the contributed 6 papers must be submitted before the deadline: October 15, 2021.
The papers in each accepted Special Session will undergo a review process, similar to the other regular papers. The review process will be organized by the Special Session organizers, different from the main track submissions.

REVIEW PROCESS (MAIN TRACK)
Papers submitted to IEEE DySPAN 2021 need not exclude author names and affiliations. Each paper will receive three reviews. The TPC Chairs will manage the review process for the submissions to the main track. All papers accepted to IEEE DySPAN 2021 that are registered and comply with submission guidelines will be published in IEEE Xplore.
BEST PAPER AWARDS AND JOURNAL SPECIAL ISSUE
Full papers are considered for best paper awards and journal special issue invitation as follows. Two Best Paper Awards, each from the technology and policy programs, will be presented based on the evaluation of the technical program committee. Extended versions of selected full papers will be invited for fast track review and possible publication in a special issue of major journals.
